About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on orthotic equipment and services for Mexia State Supported Living Center under IFB HHS0017599v2, with responses due July 30, 2026 at 10:30 AM Central Time. Questions were due July 23, 2026; responses to questions were posted as an addendum on July 27, 2026. Bidders must hold state certification as an external orthotic provider — a capability filter stated as a bid factor.
The scope encompasses evaluation, provision, modification, and repair of ankle-foot orthoses, insoles, shoe inserts, orthopedic footwear, and specialized helmets, plus monthly orthotic clinics for resident evaluations and follow-up at Mexia SSLC in HHS Region 7. Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with four-hour response time required for service calls unless extended by contract manager. Bidders must submit three verifiable references for similar services within the last three years and demonstrate a minimum of three years of relevant experience; assigned personnel require at least one year of relevant experience and appropriate licensure or accreditation as required.
The historical spend for the prior contract year (September 1, 2025 through August 31, 2026) was $45,000, provided as a guideline only. Pricing must be submitted on the FY27 Product Price List (Exhibit G) as firm, fixed prices on an all-inclusive basis covering labor, equipment, materials, and supplies. The contract term runs September 1, 2026 through August 31, 2027 with no renewal options; HHSC reserves the right to extend for up to one additional year. Bidders must carry workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Responses must include completed Exhibit G pricing, Exhibit A Solicitation Affirmations, Exhibit C Pricing Sheet, Exhibit D Reference Form, and financial capability documentation. No HUB subcontracting plan is required but is encouraged.
