Questions were due July 16, 2026, with responses posted as an addendum on July 17, 2026.
The scope encompasses custom fabrication, fitting, adjustment, and maintenance of orthotic and prosthetic devices for facility residents. Bidders must comply with mandatory solicitation affirmations including state and federal statutory requirements, cybersecurity training compliance, E-Verify employment eligibility verification, and prohibitions on boycotts of Israel and energy companies, discrimination against firearm industries, human trafficking involvement, abortion-related services, and gender transitioning procedures for minors. Vendors must maintain detailed records for seven years post-contract expiration and permit unrestricted audits and inspections by state and federal authorities. No HUB subcontracting plan is required, though bidders are encouraged to submit one if subcontracting opportunities exist.
The initial contract term runs September 1, 2026 through August 31, 2031, with renewal options for up to four additional one-year terms at HHSC's sole discretion and an extension option for up to one additional year beyond all exercised renewal periods. Pricing must be submitted on Exhibit C as firm, fixed prices for the life of the contract, with all labor, equipment, materials, supplies, and related expenses included in unit rates. Price adjustments may be permitted only at HHSC's sole discretion and only if correlated with the Consumer Price Index as published by the Bureau of Labor Statistics; price decreases must be implemented immediately when available. The contract carries no guaranteed volume, usage, or compensation and is subject to appropriations and availability of funds. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. HHSC reserves the right to make single or multiple awards based on best value, considering bidder qualifications, ability to meet delivery requirements, and price. Bids may be submitted electronically through the HHS Online Bid Room or in person at the PCS office located at 1100 W. 49th Street, Austin, Texas.
