About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids on four MiSeq i100 Plus sequencing instruments under sole-source IFB HHS0017209v2, with bids due July 9, 2026 at 10:30 A.M. Central Time. This is a brand-name, make-and-model-specific sole-source procurement under Texas Government Code Section 2155.067.

The scope requires four benchtop next-generation sequencers with integrated touchscreen monitors, on-instrument computers, control software, hardware-accelerated Dragen Bio-IT secondary analysis pipelines, and 12 months of warranty coverage including parts and labor. Systems must be customer-installable and include no-cost reagent replacement in the event of run failures due to instrument issues. Delivery is to DSHS Laboratory Building L-114, 1100 W 49th Street, Austin, Texas, with an estimated 14-day lead time after order receipt.

The historical reference value for the same or similar goods from September 1, 2025, through November 11, 2025, was $411,399.68. A 20% trade-in discount per system applies for trading in existing MiSeq Systems. Pricing must be submitted as firm, fixed prices on an F.O.B. Destination basis with freight prepaid and included in the bid. Price adjustments are permitted only at HHSC's discretion and may be correlated with the Consumer Price Index using the specified formula. The initial contract term extends through August 31, 2026, with a one-year extension option available at HHSC's sole discretion.

Respondents must certify compliance with extensive Texas HHS affirmations and uniform terms and conditions, including E-Verify, cybersecurity training, debarment status, human trafficking prohibitions, Israel-boycott restrictions, firearm-industry boycott restrictions, and energy-company boycott restrictions. Offers remain firm and binding for 240 days from submission. The HUB Subcontracting Plan is encouraged but not required. Both HHSC and DSHS are entitled to use any resulting contract. Questions and clarifications submissions closed June 26, 2026, with responses posted June 30, 2026.
