About this opportunity

The Texas Health and Human Services Commission is requesting bids for wheelchair parts, walkers, and shower chairs (NIGP Class 470-17, 470-20, 470-80, 470-81, 615-21) under IFB HHS0016869, with bids due February 9, 2026 at 10:30 a.m. Central Time. A Historically Underutilized Business (HUB) Subcontracting Plan with a statewide HUB utilization goal of 21.1% is mandatory and required as a material condition of responsiveness; failure to submit a completed plan results in disqualification.

The scope covers approximately 123 line items of wheelchair components and accessories (wheels, casters, forks, stems, headrests, hangers, footrest parts, armrests, seatbelts, miscellaneous parts) from manufacturers including Therafin, Invacare, Quickie, and KI Mobility. Products must be new items only; reworked, previously refused, or second items are not acceptable. Delivery is required between 7:00 a.m. and 2:00 p.m. (excluding 11:00 a.m. to noon) to addresses specified on purchase orders. The contractor bears responsibility for all warehouse charges, including overtime and restocking fees.

Historical annual spending for similar goods is approximately $300,000 for fiscal year 2025, provided as a guideline only and not representing guaranteed volumes. Pricing must be firm and fixed for the contract life, include all labor, equipment, materials, supplies, and related expenses, and be submitted on Exhibit C. Price adjustments may be requested based on Consumer Price Index (CPI-W or CPI-U, Region VI) or Federal Minimum Wage changes, subject to HHSC approval at its sole discretion.

The initial contract term runs through August 31, 2026, with four optional renewal periods through August 31, 2030. HHSC and the Department of State Health Services may extend the contract for up to one additional year. Both agencies are entitled to use any resulting contract. The anticipated contract start date is March 2026. Award will be made to the bidder offering the best value based on meeting or exceeding specifications, delivery capability, and price; HHSC retains the right to make single or multiple awards. Questions were due January 23, 2026. Mandatory submittal requirements include completed Exhibit A (HHS Solicitation Affirmations), completed Exhibit E (HUB Subcontracting Plan), and applicable Addendum Acknowledgement Forms. Courtney Meads is the procurement contact at 512-406-2478.
