About this opportunity
The Maryland State Highway Administration (SHA) Hereford Shop is requesting bids for high-volume application of plant growth regulators throughout Baltimore County under single-award, fixed-price IFB HERSPR29R, with bids due November 18, 2026 at 9:00 a.m. and public bid opening at 1:00 p.m. the same day at 306 Mt. Carmel Road, Parkton, Maryland.
Bidders must demonstrate two years of experience applying plant growth regulators and hold a valid Maryland Pesticide Business License and Pesticide Certification in Category VI Right-of-Way. The foreman and operators must hold required certifications and registrations. No MBE or VSBE subcontracting goals apply.
The contractor will provide a qualified foreman with two years of experience, one herbicide spray truck operator, one attenuator truck operator, a 1,000-gallon truck-mounted spray unit with computerized injection system and radar-controlled speed compensation, and an attenuator truck with TMA. Work is performed as determined by the Resident Maintenance Engineer at locations throughout Baltimore County. The State furnishes herbicides and surfactants; the contractor is responsible for all equipment, calibration, personnel, and compliance with the Maryland Pesticide Applicator's Law and SHA specifications.
The contract term is twenty-four months or until the awarded contract amount is expended. Payment is calculated as hourly rates for the Herbicide Application Crew (foreman, spray truck operator, and equipment) and the Attenuator Truck on an 8-hour working day basis, invoiced monthly with net thirty-day payment terms. Travel is not reimbursed. A $300 per working day liquidated damage charge applies if the contractor fails to report within 48 hours of notice to begin work.
The contractor must maintain comprehensive insurance coverage including $1 million combined single limit commercial general liability, workers' compensation, and commercial truck insurance, with the State listed as additional insured. Questions are due November 10, 2026 at 3:00 p.m. No pre-bid conference or site visit is scheduled.
