About this opportunity

The Western Virginia Water Authority (WVWA) is requesting sealed bids for the Hershberger, Fralin & Curtis Waterline Phase 1 project (WVWA-ENG-27-01), consisting of approximately 2,000 linear feet of new water mains, abandonment of existing mains, service reconnections, and pavement restoration in Roanoke, Virginia, with bids due September 2, 2026 at 2:00 p.m. local time. Minority-owned and women-owned businesses are encouraged to respond.

Bids are on a unit price basis for a single prime contract with 18 line items: mobilization, bonds and insurance; water main installation in 12-inch, 8-inch, and 6-inch diameter ductile iron pipe; residential and commercial service connections; gate valves and vault assemblies; temporary blow-off and air release assemblies; rock excavation; pavement milling and overlay; and record drawings preparation. Prospective bidders must conduct on-site visual examinations.

The successful bidder must achieve substantial completion within 270 calendar days after contract commencement and final completion within 300 calendar days. Liquidated damages are $500 per day for delays in achieving substantial completion and $200 per day for delays beyond substantial completion until final readiness for payment. Special damages include reimbursement for owner-incurred engineering, inspection, and administrative costs following the substantial completion deadline.

Payment is calculated as the sum of extended prices based on actual quantities determined by the engineer. Progress payments are made monthly at 95 percent of completed work value with 5 percent retainage. Upon substantial completion, total payments increase to 100 percent less a punch list holdback; final payment follows final completion and acceptance.

A non-mandatory pre-bid conference is scheduled for August 19, 2026 at 2:00 p.m. via Webex. Bidder questions are due by August 27, 2026. Addenda are scheduled for posting on or before August 21 and August 31, 2026. Bids must remain valid for 60 days following opening. The successful bidder must furnish performance and payment bonds within 15 days of receiving the Notice of Award and provide evidence of Virginia state authorization to do business and applicable contractor licensing.
