About this opportunity

The Connecticut Department of Transportation (CTDOT) is requesting qualifications for a Construction Manager/General Contractor (CM/GC) contract covering Heroes Tunnel Rehabilitation and Route 15 Interchange 46 Improvements in Hamden, Woodbridge, and New Haven, Connecticut, with prequalification submissions due September 24, 2026.

Contractor eligibility requires prequalification in three groups: Group No. 7 (Road Construction and Rehabilitation: Limited Access Highways/Freeways), Group No. 9 (Intermediate Bridges), and Group No. 15 (Intelligent Transportation Systems). A Project Labor Agreement is anticipated to be required.

The Heroes Tunnel scope includes replacement of the concrete tunnel liner, fire protection and life safety system upgrades, and improvements to existing structural, mechanical, and electrical systems in accordance with NFPA 502 standards. The Route 15 Interchange 46 work encompasses installation of acceleration and deceleration lanes, relocation of the northbound on-ramp to a new loop ramp, superstructure replacement and widening of Bridge No. 00772, replacement of Bridge No. 00771, profile raising to improve vertical clearance, and retaining wall installation.

During preconstruction, the contractor will provide constructability reviews, means and methods input, cost estimating, scheduling, risk identification, and innovative approach evaluation. The contract includes both preconstruction and construction phase services. Project goals emphasize addressing structural deficiencies while meeting current design and safety standards, minimizing impacts to the traveling public and adjacent property owners, optimizing the construction schedule, collaborating with CTDOT and the Designers of Record to control costs and minimize change orders, and delivering projects within the established budget.

Submission is required electronically through Bid Express (www.bidexpress.com). Contract value, term, and award timeline are not specified in the solicitation letter. CTDOT reserves the right to award subsequent phases to other qualified teams and may reschedule or cancel projects based on circumstances.
