About this opportunity

The Louisiana Office of State Procurement is soliciting bids on behalf of the Louisiana Department of Transportation and Development (DOTD) for three herbicide trucks under Invitation to Bid 3000026863, with bids opening December 1, 2026 at 10:00 a.m. Central Standard Time. Louisiana preference provisions apply to bidders whose Louisiana business workforce comprises at least 50% Louisiana residents, with preferences available for Louisiana-produced and Louisiana-processed products at specified cost thresholds. Bidders must also meet the American Automobile Labeling Act, with at least 50% of component parts produced in the United States or Canada, final assembly in the United States, or engine and transmission origin in the United States.

Bidders must be licensed by the Louisiana Motor Vehicle Commission and provide a valid dealer's license under La. R.S. 32:1254 with the bid or within 10 business days after the opening. Vehicles must be new, current production models that meet all state and federal safety standards and are approved for delivery in the 48 continental United States. Each unit must arrive fully serviced with a certificate of origin, odometer disclosure statement, warranty information, safety inspection sticker, and temporary license. Attachment B, a 21-page specification, covers chassis, tank systems, pump equipment, spray components, safety features, and boom and nozzle configurations for roadway herbicide application. Bidders must meet or exceed these specifications, which are mandatory for proposal acceptance.

Delivery goes to the DOTD Equipment Acquisitions office at Building 42F, 7686 Tom Drive, Baton Rouge, Louisiana 70806, with 48 hours' notice required. Delivery windows run Monday through Thursday from 7:00 a.m. to 4:00 p.m. and Friday from 7:00 a.m. to 11:00 a.m. Bid prices must be firm for a minimum of 30 days and include prepaid delivery on an F.O.B. Destination basis. The contract may be extended for two additional 12-month periods at the same prices and terms, with a maximum total term of 36 months. The state will pay invoiced amounts within 30 days of receipt of a properly executed invoice or delivery, whichever is later.

The state will award on an individual basis to the lowest responsive, responsible bidder and may reject individual line items. Bidders must submit online through the LaGov vendor portal, using the LaPAC bid invitation, and must be registered in LaGov before bidding. Physical delivery to the Office of State Procurement at the Claiborne Building in Baton Rouge is also accepted. Late bids are rejected automatically. Submission, not saving, is required for consideration, and bidders may edit or withdraw responses before the opening. Addenda require editing and resubmitting the response.
