About this opportunity
The City of Huntsville, located in Madison County, Alabama, is seeking a qualified contractor to provide comprehensive herbicide services for drainage ditches and sewer outfalls through Invitation for Bid #74-2025-52. The procurement involves preventive maintenance services covering 271,500 linear feet of sewer outfalls and 115 acres of wastewater treatment plants, with monthly, semi-annual, and annual treatment requirements. Contractors must possess a Commercial Pesticide Applicator License and Alabama General Contractor's License, and be prepared to execute all necessary labor, equipment, materials, and tools for the project. Bid submissions are due on August 28, 2025, at 2:00 PM CST, with a deadline for questions on August 21, 2025. The contract will be awarded to the lowest responsive and responsible bidder, evaluated based on price, conformity to specifications, financial ability, and previous performance. The initial contract term is one year, with potential for two additional one-year renewals, and successful contractors must adhere to strict scheduling requirements specified in the Notice to Proceed (NTP).
The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to provide comprehensive insurance coverage, including general liability, automobile liability, and workers' compensation with specific minimum coverage amounts. The estimated service quantities and comprehensive mapping documentation (including Sewer ROW Maps and Blue Line Channel Maps) suggest a detailed and structured approach to the herbicide treatment project. While no incumbent vendors are identified, the bid requires contractors to demonstrate capability to perform treatments within the shortest possible timeframe. The contract appears to have significant scope, with potential annual service values likely ranging between $50,000 and $150,000, depending on the complexity and extent of required treatments. Failure to comply with specified timelines may result in the contractor being prohibited from bidding on additional City of Huntsville work until they are back on schedule.
