About this opportunity
The California Department of Transportation (Caltrans) is issuing an Invitation for Bid (IFB) for Herbicide Application Data Libraries. The requested services include providing online training and educational services on pesticide risk assessment methodology, developing Caltrans Herbicide Application Data Sheet (CHADS) scenarios, and maintaining physical, chemical, fate, and toxicity data (PCFT) and risk analysis libraries. The training course will allow Caltrans to demonstrate compliance with the California Environmental Quality Act (CEQA) guidelines, and the library development will provide a collective and accessible library of pre-approved herbicides for Caltrans use. The contract term is from August 15, 2024 to August 14, 2025, and the bid is due by July 16, 2024 at 2:00 PM Pacific Time. Bidders must have at least 5 years of experience in CEQA and environmental support services, integrated pest management support services, pest control adviser services, herbicide selection and risk assessment, and pesticide risk assessment.
The IFB requires bidders to be certified as Small Businesses or commit to subcontracting 25% to certified Small Businesses, and a Disabled Veteran Business Enterprise (DVBE) incentive will apply. There is no historical data on prior bids for these services as this is a new contract, and the IFB does not provide detailed pricing information or award data. The contract will cover multiple jurisdictions within the state of California, including various counties, cities, and census designated places, and funding for the contract is not specified.

The training will provide an overview on pesticide risk assessment methodology, tool usage, and standards of practice with examples and exercises. The course will be used to train District Personnel in evaluating pesticide use scenarios to be included in the Caltrans Vegetation Control Plan and will allow Caltrans to demonstrate a good faith effort to be compliant with the California Environmental Quality Act (CEQA) guidelines. The library development will allow for a collective and easily accessed library of preapproved Herbicides available for Caltrans use.
