About this opportunity

Sacramento County is soliciting bids for Heavy Fleet Towing Services through Request for Bid #2023-RFB-0311, targeting vendors capable of providing comprehensive towing services for county-owned disabled vehicles and equipment. The procurement requires a contractor to maintain at least one tow truck in each of Class B, C, and D categories, along with a tilt trailer meeting specific California Highway Patrol standards. Vendors must ensure all towing services and equipment comply with the California Vehicle Code and industry best practices. Key deliverables include on-demand towing for county fleet vehicles, with pricing structured around hourly rates for different vehicle classes during regular and after-hours periods. The bid was released on January 3, 2024, with a deadline for questions on January 12, 2024, and final bid responses due on January 26, 2024, at 3:00 pm. The county plans to award the contract on February 13, 2024, through the ProcureNow electronic portal, with potential for a 12-month initial term and four possible one-year extensions.

The solicitation includes provisions for local and micro-business preferences, offering a 5% local business or 2% micro-business preference with specific qualification criteria. Bidders must submit comprehensive documentation including equipment inventories, insurance coverage details, driver lists, Level One CHP inspections, vehicle registrations, drug testing certificates, and proof of operating authority. Contractors will be required to complete various compliance certifications, including Non-Collusion Affidavit and contractor compliance with child support and employment reporting requirements. The contract incorporates California State Executive Order N-6-22 regarding economic sanctions, which may impact contractor eligibility. While no specific incumbent vendor is identified, the county does not guarantee a minimum service quantity and reserves the right to procure services from multiple vendors. Though a precise budget range is not specified, the contract allows for potential price adjustments with written requests submitted at least 30 days prior to the contract's anniversary date, subject to review and substantiation from manufacturers or government agencies.
