About this opportunity
The Michigan Department of Technology, Management and Budget, on behalf of the Michigan Department of Corrections, is requesting proposals for heavy equipment simulator systems under RFP 260000002574, with proposals due September 22, 2026 at 3:00 p.m. Eastern. This is a repost of RFP 26*2264.
The scope encompasses two initial immersive simulator systems for training operators on common construction equipment including excavators, skid steer loaders, and wheel loaders. Systems must include screens, controls, seats, and scenarios emulating various equipment types and work settings. Installation and configuration must be completed onsite at Handlon Correctional Facility in Ionia, Michigan within 120 calendar days of contract execution, with vendor staff required to be present for installation and initial setup. Bidders must provide complete specifications including equipment simulation modules, display capabilities, dimensions, and delivery milestones, along with full training curricula and standard training methodologies (deliverable in-person or remotely). The State reserves the right to add locations during the contract term and may award multiple contracts. FedRAMP compliance is required only if the system is hosted outside the Michigan network. Contractor and subcontractor staff with system access must sign the CJIS Security Addendum; security officers must hold a bachelor's degree in a security-related field but need not hold specific certifications such as CISSP or CISM. Proposals are subject to PREA standards and state data-handling requirements under Michigan law.
The contract will have a three-year initial term with the option to renew for up to seven additional one-year periods at the State's sole discretion. Awards equaling or exceeding $250,000 require State Administrative Board approval. The State does not disclose budget information.
Evaluation criteria (100 points total, 80-point minimum to advance to pricing): Vendor Questions Worksheet (20 points), Resume Templates (10 points), Statement of Work (40 points), and Business Specification Worksheet (30 points). Best value is determined by the combination of technical merit and pricing. Pricing must be submitted separately, and all bidders must complete and submit a Confidential Treatment Form.
