About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet on behalf of the Kentucky Transportation Cabinet, is procuring one heavy-duty truck lift for delivery to the KYTC District 3 Equipment Garage in Bowling Green, Kentucky. The solicitation (RFB 758 2400000219) seeks a 4-post conventional electric, hydraulic, or pneumatic floor-type lift with a minimum capacity of 60,000 pounds, maximum wheelbase of 28 feet, and minimum rise height of 73 feet that must be hard-wired to 230V-480V power with a maximum rise speed of 75 seconds. The procurement includes mandatory deliverables comprising one oil drain pan kit with adjustable width, two rolling jack beams, one internal air-line kit, two operator manuals, two parts books, two service manuals, installation per manufacturer specifications including electrical raceways and connections, and up to one day of operator training on safety and operation. The equipment must comply with ANSI, ALI, and OSHA regulations, with service and parts availability required within 72 hours of notification and a full manufacturer's warranty commencing upon installation. Evaluation will be conducted on a best value basis with price weighted at 90 points (lowest bidder receives maximum points with proportional scoring for others) and delivery weighted at 10 points, for a total of 100 points. The final bid submission deadline is November 21, 2023, at 1:30 p.m. ET, with a preferred delivery date of February 15, 2024; any delivery delay beyond the contracted date will result in a one percent daily deduction from the vendor's invoice. All bids must be submitted electronically through the Commonwealth's eProcurement system, with vendor registration required 24-48 hours prior to submission, and all quoted prices must be F.O.B. Destination Freight Prepaid and Allowed, excluding federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders are eligible for reciprocal preference against non-resident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities that employ such individuals for at least 75 percent of direct labor hours may receive preference scoring equal to 15-20 percent of maximum points. Bidders must submit three required notarized affidavits attesting to compliance with Kentucky campaign finance laws, resident bidder status (if applicable), and qualified bidder requirements. The successful contractor must maintain contractor's general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky workers' compensation insurance, and automobile/truck liability insurance of $1,000,000 combined single limit, with ACORD certificates provided prior to award and the Commonwealth listed as an additional insured. No incumbent vendor or existing contractor is identified in the solicitation documents. All proposals must remain valid for a minimum of 60 calendar days following the bid due date, and the Commonwealth reserves the right to cancel the contract with 30 days' written notice. While no specific budget range is disclosed in the procurement documents, the estimated annual value is referenced as $2,400,000219 in the solicitation number designation.
