About this opportunity
The City of Bridgeport, Connecticut is requesting bids for heavy-duty equipment repair services citywide on an as-needed basis through an ITB, with electronic submissions due by 2:00 pm on September 15, 2026 and the question cutoff at 5:00 pm on August 25, 2026.
The scope covers repair and parts services for heavy-duty trucks—specifically cab and chassis components—from manufacturers including Mack, Freightliner, Ford, Allegiance, and Oshkosh. The City will issue individual Task Orders to selected contractors from a qualified bidder list. Services will be performed for the City and its agencies, including the Board of Education and Sikorsky Airport. Bidders must submit fixed hourly labor rates, traveling fees per trip, and a parts markup percentage over vendor cost; pricing will use predetermined labor times from the Ron Turley Associates software system keyed to vehicle identification number and job operations. Contractors must be licensed by the Connecticut Department of Motor Vehicles with a minimum of two years' experience in heavy equipment repair, hold valid SAM, DUNS, Connecticut, and Federal Tax ID numbers, and provide a Certificate of Insurance with additional insured endorsements prior to award. Out-of-state bidders must obtain a Certificate of Authority to Do Business in Connecticut within five days of notice of award. The City reserves the right to reject any or all bids and make awards to multiple bidders based on factors including location, time criticality, and overall value, not low bid price alone.
The contract is effective for the fiscal year ending June 30, 2027, with an option for up to two additional one-year renewals. The master agreement term is two years from the effective date with an option for one additional year. No Bid Bond is required. Contractors must maintain comprehensive insurance including Workers' Compensation, Commercial General Liability of $2,000,000 per occurrence with $4,000,000 annual aggregate, Automobile Liability of $2,000,000, and Umbrella/Excess Liability of $5,000,000, with seven-year tail coverage or continuous claims-made coverage. Subcontracting is prohibited without prior written City approval. Electronic submissions are through the OpenGov Procurement Portal at https://procurement.opengov.com/portal/bridgeportct; paper submissions are accepted only in special circumstances with one original, three copies, and one electronic copy on thumb drive.
