About this opportunity

Palm Beach County, Florida's Board of County Commissioners, through its Purchasing Department, issued a Request for Quotation (RFQ) for the purchase and delivery of one heavy-duty book binding stitcher unit. The specific equipment sought is a Deluxe Stitcher Model# ISP Interlake S3A 1.125 Paper Stitcher or an approved equal product meeting all technical requirements and industry safety standards. The equipment must feature a 5 lb. spool feed for book binding wire, accommodate wire gauges from 18-gauge round to #20 x #25 gauge flat, include interchangeable tables for both flat stapling (up to 1.125" thickness capacity) and saddle stitching (up to 0.25" thickness capacity), provide throat depths of 12" for flat stapling and 15" for saddle stitching, include a minimum 1/3 hp motor, and operate on 115v AC 60 hertz electrical service. The equipment must be delivered to the Public Affairs/Graphics Division at 1701 South Jog Road, Greenacres, Florida 33415, with successful quoters providing 24 hours' notice prior to delivery during business hours (Monday through Friday, 8:00 a.m. to 4:00 p.m.). Quote submissions were required by August 14, 2020, at 4:00 p.m. local time, with pricing submitted as a single, firm, fixed unit price with no escalation clauses, remaining firm for 90 days from the opening date. Vendors submitting "or equal" products must provide manufacturer's descriptive literature, specifications, and cut sheets, with the County reserving the right to request samples post-submission to verify compliance. The County reserved the right to purchase additional quantities within 12 months of award under the same terms and conditions, and a factory/manufacturer warranty covering defects in materials and workmanship must be provided, effective upon delivery and acceptance.

Palm Beach County applied its Small/Minority/Women-Owned Business Enterprise (S/M/WBE) program with award preference to small business certified vendors within 10% of the lowest responsive, responsible quoter price. A 5% local preference was available to quoters with a permanent place of business in Palm Beach County or the Glades, verified by a valid Business Tax Receipt. Vendor registration in the County's Vendor Self Service (VSS) system was required prior to contract finalization, with all subcontractors also needing VSS registration. Payment terms followed the Florida Prompt Payment Act, with payment rendered only upon County satisfaction and acceptance of delivered items. The County provided forklift assistance for unloading. No incumbent vendors, existing infrastructure requirements, or budget ranges were specified in the procurement documents.
