About this opportunity

California Department of Forestry and Fire Protection (CAL FIRE) is soliciting bids for quarterly and annual HVAC equipment maintenance and repair services at the Tuolumne Calaveras Unit, Baseline Fire Center in Jamestown, with bids due October 7, 2026 and a mandatory site walk-through on September 23 at 9:00 a.m. This procurement is restricted to California Certified Small Businesses with no subcontracting permitted — a decision-flipping eligibility gate.

The scope covers quarterly and annual preventive maintenance for multiple HVAC units, including inspection, testing, servicing, cleaning, lubrication, adjustments, and preparation of repair or replacement estimates. The contractor must supply and install belts, fuses, filters (with permanent-marker dating), chemicals, lubricants, fluids, refrigerants, and evaporative cooler pads (new pads installed annually). Services are provided Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding State holidays.

Estimated quantities are 432 quarterly maintenance visits and 108 annual maintenance visits. The contract commences September 15, 2026, and expires September 14, 2029. An allocation of $30,000 covers unforeseen costs and repairs; total contract cost will be determined by the lowest bidder. Prevailing wage requirements apply if the total bid amount exceeds $1,000. If contract price exceeds $25,000, a payment bond equal to 100 percent of the contract amount is required prior to work commencement.

The awardee must hold a valid California C-20 Warm Air Heating, Ventilating, and Air Conditioning Contractor License and be registered with the Department of Industrial Relations as a Public Works Contractor. Required submittals include rate sheet, Darfur Contracting Act certification, Payee Data Information form (STD 204), Contractor Certification Clauses form (CCC 04/2017), Non-Collusion Declaration, and proof of current license and DIR registration. Comprehensive general liability insurance of at least $1 million per occurrence, workers' compensation insurance with waiver of subrogation, and commercial automobile insurance of at least $1 million are mandatory.

Questions are due by 5:00 p.m. on September 30, 2026. Attendance confirmation for the September 23 site walk-through is required by 5:00 p.m. on September 22. Contact Gloria Pietromonaco at Gloria.Pietromonaco@fire.ca.gov.
