About this opportunity
The Town of Manchester in Hartford County, Connecticut, is soliciting bids for a comprehensive Heating and Ventilation Mechanical Equipment Service contract through Invitation to Bid #24/25-4. The procurement seeks contractors to provide preventive maintenance (PM) and routine/emergency repair services for HVAC systems across 45 municipal facilities, including public works, fire stations, libraries, schools, and administrative buildings. Contractors must hold a current S-1 unlimited Connecticut license, have been in business for at least five years, and provide four factory-trained service technicians within a 60-mile radius of Manchester. The contract will cover quarterly preventative maintenance for most locations, with monthly maintenance required for specific garages, and will evaluate contractors based on experience level, pricing, and past work history. The contract period runs from the award date through September 30, 2025, with an option to extend for five additional one-year periods. The bid response is due by August 16, 2024, and requires detailed documentation including a written safety policy, drug and alcohol abuse policy, and compliance with the Town's Living Wage Ordinance.
The procurement includes specific wage requirements, with bidders required to complete a Living Wage Certification Form indicating compliance with the Manchester Living Wage Ordinance. Potential exemptions exist for nonprofit organizations, employers with fewer than 25 eligible employees, or contracts with annual values under $25,000. The living wage is currently set at $17.25 per hour for employees with comprehensive health care benefits, or $25.46 per hour without such benefits. The Town reserves the right to split the contract among multiple vendors and may modify the service scope as needed. The HVAC infrastructure spans 29 locations with equipment from manufacturers including Carrier, Trane, Lennox, Mitsubishi, York, and others, featuring diverse systems such as boilers, air handlers, condensers, unit heaters, and split systems. While no specific budget range is explicitly stated, the comprehensive equipment list and multiple maintenance requirements suggest a substantial contract value. Bidders must submit detailed pricing for preventative maintenance, routine service, and emergency services, with rates varying for different time periods and service types.
