The scope covers tree removal and debris disposal from 19 identified properties, with additional properties potentially added on an as-needed basis. Work excludes stump removal and tree limb trimming. Services must be performed during normal business hours (Monday–Friday, 8:30 a.m.–5:00 p.m.) and completed within seven days of notice. Contractors must contact Texas811 prior to work to have underground lines marked, coordinate all work with the city, provide before-and-after photos within three days, and submit to city inspection within seven days. Three courtesy final inspections per property are included; additional inspections incur a $50 fee deducted from final payment.

Contractors must demonstrate prior experience with similar tree removal services and provide evidence of necessary equipment and resources. Insurance requirements include comprehensive general liability with minimum limits of $100,000 per occurrence and $300,000 aggregate, plus workers' compensation coverage and automobile liability insurance naming the City of Wichita Falls as an additional insured. Contractors are liable for liquidated damages of $100 per day per location for each calendar day of delay beyond the completion deadline, with a maximum contract liability of 10 percent of the bid amount.

The contract will have an initial one-year term with an option for one additional year of renewal if both parties agree. The city intends to award the contract to the lowest responsible bidder but reserves the right to award multiple contracts for portions of the work or by individual line item based on submitted bids. All quoted prices must include delivery costs and exclude sales tax, with bids valid for 60 days. Contractors must submit a W-9 form, EIN or Social Security Number, current addresses, and a sample invoice with their bid.
