The Department will issue multiple contracts with hearing officers to provide these services primarily at Juvenile Justice detention centers, but also in local community offices, across the following counties: Adair, Boyd, Breathitt, Campbell, Fayette, Jefferson, McCracken, and Warren. Proposals are due by June 15, 2022 at 2:00 pm, and the initial contract term is anticipated to be from July 1, 2022 through June 30, 2024, with potential renewal options. Vendors will be evaluated based on their qualifications, experience, availability, and references, with a maximum of 165 points available. Oral presentations may be required for up to the top 5 highest-ranking vendors, which would add 15 points to the evaluation. The Department reserves the right to negotiate a fair and reasonable compensation rate with the selected vendor(s), which will pay a rate of $125 per hour for the required services.
