About this opportunity

The Massachusetts Department of Mental Health (DMH) has issued a Request for Response (RFR) to create a pool of qualified individuals to serve as hearing officers. The purpose of this RFR is to identify individuals who are interested and available to conduct fair hearings involving DMH and/or individuals seeking or receiving DMH services. DMH will enter into contracts with those individuals it determines are qualified, interested, and available. The DMH General Counsel, or a designee, will assign hearings to the selected hearing officers in writing. Hearing officers must have a law degree or relevant experience and be able to conduct hearings in compliance with state laws and regulations. DMH will pay hearing officers a flat rate of $97 per hour, and their performance will be evaluated based on the quality of decisions, ability to work with parties, adherence to deadlines, and compliance with DMH confidentiality policies. Responses can be submitted anytime from August 29, 2017 through March 15, 2027, with the initial review and contract awards anticipated by October 9, 2017.

This RFR does not specify any set-aside designations or restrictions on the types of organizations that can respond. The documents do not identify any incumbent vendors or current contractors, nor do they provide information on any existing infrastructure or technology that requires integration. The RFR also does not include any details on possible award values or budget ranges.
