About this opportunity
The Florida Department of Children and Families, Office of Economic Self Sufficiency, is issuing a Request for Information to gather market intelligence on data sources, analytical capabilities, methodologies, and technology solutions for analyzing Supplemental Nutrition Assistance Program (SNAP) purchasing data, with responses due November 19, 2026 at 11:00 a.m. ET.
The RFI seeks vendor information to support evaluation of Florida's Healthy SNAP waiver, which restricts purchases of soda, energy drinks, candy, and ultra-processed prepared desserts using SNAP funds. The Department specifically requests information on available data sources and data-acquisition strategies; analytical tools and evaluation designs capable of measuring item-level or category-level purchasing trends, product substitution, and retailer implementation patterns; approaches to account for external factors such as seasonality and inflation; vendor experience with similar government or public-benefit program analyses; and data governance, privacy, and security considerations.
Responses must be organized into three tabs: vendor introduction and qualifications, detailed responses to twenty specific information requests, and optional supplemental materials. The Department may invite selected vendors for presentations following response review, though participation does not constitute a competitive procurement or commitment to contract. Vendors are responsible for all costs associated with response preparation and potential meetings. No specific pricing is required; vendors may submit general, nonbinding pricing information such as indicative price ranges, pricing models, and key cost drivers for budgetary planning purposes.
This RFI is for market research and planning purposes only and is not a solicitation for offers or a commitment to procure services. The Department intends to use responses to develop future competitive solicitations, refine technical requirements, and determine procurement structure and scope for potential follow-on contracts. All responses are considered public records subject to Florida public records laws, though vendors may designate portions as confidential if properly labeled and justified. Questions are due October 22, 2026 at 11:00 a.m. ET, with Department responses posted by November 3, 2026.
