About this opportunity

The City of Scottsdale is issuing a Request for Proposal (RFP) seeking qualified vendors to provide comprehensive refrigerated healthy meal services within a secured public safety facility located in Maricopa County, Arizona. The procurement requires a fully turnkey, stocked refrigerated unit equipped with integrated point-of-sale capabilities that operates independently with minimal City staff involvement. Deliverables include meal production and delivery of diverse nutritious options covering breakfast, lunch, dinner, and grab-and-go items accommodating various dietary preferences, along with all equipment provision, installation, maintenance, inventory management, and customer support. Qualified vendors must demonstrate relevant experience and firm qualifications in meal service provision, submit meal samples with pricing and nutritional information, detail their pricing structure on an all-inclusive basis covering all costs without additional fees to the City, and present their project approach and operational methodology. Evaluation criteria include firm qualifications and experience, meal sample quality with pricing and nutritional documentation, pricing competitiveness, project approach and operational methodology, equipment and facility requirements, and any exceptions to terms and conditions. The contract term is one year from the award effective date with four optional one-year renewal periods subject to mutual agreement and the Contract Administrator's recommendation. Questions must be submitted electronically by 2:00 P.M. on March 13, 2026, with proposals due by 2:00 P.M. on March 20, 2026, through the Bonfire procurement portal, and a public opening meeting will be conducted via Microsoft Teams Live Event.

No specific set-aside designations are mandated in this solicitation, though the City encourages small and minority-owned businesses to respond. All contractor employees must successfully complete criminal background investigations and substance abuse screenings prior to performing work in City facilities, with the City conducting annual background updates at its expense. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with Workers' Compensation Insurance and Vehicle Liability Insurance as required by law. Contractors must comply with Arizona immigration law through E-Verify Program requirements, prohibitions on boycotts of Israel, restrictions on forced labor, and other federal and state compliance obligations including ADA and Drug Free Workplace Act provisions. The solicitation documents do not identify any incumbent vendors or current contractors, nor is a specific budget range or award value disclosed; however, pricing must be submitted as a comprehensive, all-inclusive turnkey model with no additional fees charged to the City. The selected vendor will be required to visit the facility monthly to ensure meal quality, manage inventory, and address service issues with the Contract Administrator or designee.
