The scope is a comprehensive healthcare actuarial study of the Missouri Department of Corrections' current offender healthcare delivery models—medical, mental health, dental, pharmacy, and related services—across 19 correctional institutions and 2 transition centers serving approximately 25,000 offenders. The contractor must analyze alternative delivery models (full privatization, full self-operation, and hybrid options), submit bi-weekly progress updates, deliver a draft final report by October 1, 2026, a final report by November 15, 2026, and present findings no later than December 1, 2026. The solicitation lists estimated actuarial personnel services at 150 hours; pricing shall be submitted as a fully loaded hourly rate for actuarial personnel.
Contractor qualifications must include a minimum of five years' experience providing healthcare actuarial study services with demonstrated public-sector healthcare experience; the assigned project manager must have at least three years' experience managing correctional healthcare or related projects. The contractor must comply with background check requirements, HIPAA and Business Associate Agreement provisions, E-Verify work authorization, and maintain confidentiality of personally identifiable and protected health information. All work must be performed and data stored within the United States.
The contract period runs from date of award through one year. Pricing must be firm and fixed with travel expenses included in the bid amount; invoices are submitted monthly and payable within 30 calendar days. The Missouri Department of Corrections currently maintains a healthcare contract (CS210318001) and will provide the contractor access to historical healthcare costs, staffing information, and utilization data.
