About this opportunity

Pierce County Human Services Aging and Disability Resources (PCHS ADR) is requesting qualifications from organizations to provide Health-Related Social Needs (HRSN) nutrition support services to eligible Medicaid recipients, with applications accepted on an open and continuous basis through March 1, 2027 as the next review cycle closing date. Eligibility is restrictive: respondents must have successfully completed the Medicaid open enrollment process through Washington State Department of Social and Health Services Home and Community Living Administration and currently hold an active LTSS contract for the HRSN nutrition service(s) for which they are applying; organizations without existing DSHS HCLA contracts are ineligible.

The scope covers two service categories—Medically Tailored Meals (MTMs) and Fruit and Vegetable Provisions—with respondents required to qualify separately for each service type they intend to offer. MTM providers must employ registered dietitian nutritionists or coordinate with primary care physicians to develop medically appropriate nutrition plans, confirm referrals within two business days, complete initial nutrition assessments, and initiate meal delivery within 21 calendar days of plan completion. Reassessment is required at six-month intervals. Services must cover the entire geographic area of Pierce County and serve non-LTSS eligible Medicaid recipients. Documentation and administrative requirements include maintenance of records in GetCare and compliance with DSHS-approved authorization processes.

Reimbursement operates on a fee-for-service basis at rates matching negotiated LTSS rates; contract value is not fixed and depends on actual service utilization. The intended initial contract term runs through June 30, 2028, with renewal contingent on funding availability and satisfactory performance. The RFQ carries no guarantee that qualification will result in a contract award. Funding derives from Washington's Section 1115 Medicaid Demonstration waiver administered jointly by the Washington State Health Care Authority and DSHS HCLA. Applicants submit electronically through the County's eProcurement Portal; the County will acknowledge receipt within 10 business days and notify respondents of qualification outcomes within 30 business days.
