About this opportunity
The Region 9 Education Cooperative in New Mexico is seeking a sole source procurement for TEACH SHARE, a nonprofit organization founded by the U.S. Department of Education, to provide a comprehensive statewide teacher recruitment system. The contract aims to address the critical teacher shortage in New Mexico by deploying a system that includes online interfaces, multimedia content, lead generation, digital communications, live-chat support, social media engagement, stakeholder management, and measurement and reporting. The system must also cultivate diverse talent to apply to and enter educator preparation programs (EPPs). The contract term is anticipated to be from August 1, 2024, to June 30, 2026, with an annual value of approximately $489,000.00. The agency has determined that TEACH SHARE is the only vendor capable of providing the required comprehensive, integrated system based on their proprietary rights, research-backed methodology, proven track record, and experience partnering with state education agencies on statewide deployments.
The sole source procurement is for the state of New Mexico, specifically within Socorro County. The funding requirements and sources are not explicitly stated, but the contract value indicates the Region 9 Education Cooperative will be the primary funding source. There are no details provided regarding any set-asides or incumbents for this contract opportunity. The agency has already conducted an RFP process but found no other vendors that could provide the level of comprehensive services required, and has reviewed available resources and determined that TEACH SHARE's solution is unique in the market.

R9 Sole Source #25000 STATE OF NEWMEXICO SOLE SOURCE REQUEST AND DETERMINATION FORM A sole source determination is not effective until the sole source request for determination has been posted for thirty (30) calendar days without challenge, and subsequently approved in writing by the State Purchasing Agent or, for Professional Services Agreements, the Secretary of the General Services Department. The foregoing requirement is regardless of whether the sole source request for determination has been signed by the Agency and/or the Contractor. New Mexico is facing a critical and urgent teacher shortage. The Department seeks a vendor that can launch and manage a statewide initiative to deploy a comprehensive system to cultivate diverse talent to apply to and enter educator preparation programs (EPPs), which will be up and running recruiting teachers to EPPs as of Spring 2025, thereby addressing the urgent need for teachers across the state. This initiative must be conducted in partnership with the Department and with participation from the state's educator preparation programs (EPPs) and school districts. The system must be comprehensive in the sense that it has all the components, processes, and programs necessary to achieve the intended outcomes, including online interface, multimedia content, lead generation, programming, digital communications, live-chat, social media, stakeholder management, and measurement and reporting. To recruit the most potential New Mexicans possible, the system must be adaptive to different age groups, different demographic groups, and people at different stages of interest in teaching.
