About this opportunity

The Municipal Authority of the City of Monongahela is soliciting sealed electronic bids for Contract No. 2026-02, Headworks Wet Well & Bar Screen Channel Cleaning, a specialized wastewater treatment facility maintenance project located in Washington County, Pennsylvania. The procurement seeks a qualified contractor to clean debris, sludge, grit, and scum from the interior of the headworks wet well, bar screen channel, influent chamber, and overflow chamber at the City of Monongahela's wastewater treatment plant, followed by power washing of all walls, inverts, and piping. The contractor must provide bypass pumping, manage confined space entry in compliance with OSHA standards, and haul all spoils to an approved waste disposal facility. The project deliverables include five distinct bid items: mobilization/demobilization (lump sum, not to exceed 10 percent of other items), surface cleaning (lump sum), bypass pumping and dewatering (lump sum), removal and disposal of grit, scum, and sludge (unit price per ton, estimated 9.5 tons), and heavy cleaning (unit price per square foot, estimated 200 square feet). The contractor must complete all work within 60 consecutive calendar days from the Notice to Proceed, with liquidated damages of $500 per calendar day assessed for delays. Sealed bids via PennBid are due on Monday, April 20, 2026 at 10:00 A.M., with a strongly recommended virtual pre-bid conference scheduled for Thursday, April 9, 2026 at 11:00 A.M. via Microsoft Teams. Site visits can be scheduled by contacting James Roberts, Authority General Manager, at 724-258-9598. Bidders must submit either a certified check or a 10 percent bid bond payable to the Municipal Authority, and no bids may be withdrawn for 60 calendar days after the closing time.

The procurement documentation does not identify specific set-aside designations or restrictions limiting bidder eligibility based on disadvantaged enterprise status, though all contractors must comply with the Public Works Employment Verification Act (E-Verify), Pennsylvania Steel Products Procurement Act, and Pennsylvania Human Relations Act requirements. Bidders are required to procure and maintain comprehensive insurance coverage including General Liability ($2,000,000 aggregate), Workers' Compensation (statutory limits), Owner's Protective Liability ($1,000,000), and Builder's Risk on a 100 percent completed value basis, along with Performance and Maintenance Bonds and Labor and Materialmen's Bonds each equal to 100 percent of the contract price. No incumbent vendors or current contractors are identified in the documentation, and no evaluation criteria beyond technical compliance with specifications are specified. All costs for materials, labor, equipment, utilities, insurance, and environmental protection must be included in bid prices, with monthly payment based on certified progress estimates and 10 percent retainage until 50 percent completion, followed by 5 percent retainage thereafter until final payment. While the specific contract award value is not disclosed in the public notice, the estimated scope (9.5 tons of material removal and approximately 200 square feet of heavy cleaning) suggests a moderate-value municipal service contract. The Municipal Authority reserves the right to reject any or all bids and waive any informalities in the bidding process.
