About this opportunity

The Beaver Borough Municipal Authority is soliciting bids for the Headworks & Electric Improvements Project, a comprehensive infrastructure upgrade initiative located in Beaver County, Pennsylvania. The project will be procured through two separate contracts: Contract 2025-01 for General/Mechanical Construction and Contract 2025-02 for Electrical Construction, with bids to be submitted online through PennBid. Key project deliverables include removing existing aeration systems within treatment basins, selectively demolishing support piers and metal walkways, constructing a new electrical control building, installing aeration basin blowers and air diffusers, and replacing mechanical screen and grit removal equipment in the Headworks Building. Prospective bidders must register at www.PennBid.procureware.com to access bidding documents, which will be available in PDF format. The bid submission deadline is January 28, 2026, at 11:00 am local time, with bidding documents issued by Herbert, Rowland & Grubic, Inc. in Cranberry Township, Pennsylvania. Bidders can review solicitation details and documents online at https://pennbid.bonfirehub.com/.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project's total anticipated bid price is approximately $2.5 million, suggesting a substantial infrastructure investment that may be attractive to medium to large-scale construction and engineering firms specializing in municipal water treatment facility improvements. No information is provided about incumbent vendors or existing technological infrastructure that would require specific integration requirements. Interested contractors will need to submit separate bids for the general/mechanical and electrical components of the project, demonstrating technical capability in municipal infrastructure renovation and construction. The comprehensive nature of the project, involving complex mechanical and electrical systems upgrades, indicates that bidders should have significant experience in municipal water treatment facility renovations and the technical expertise to manage multi-phase infrastructure improvements.
