About this opportunity
Volusia County, Florida is requesting bids on high-density polyethylene (HDPE) pipe and fittings for a leachate collection system under ITB 26-B-138KO, with proposals due October 22, 2026 at 3:00 p.m. through the County's eProcurement Portal. This is federally funded work subject to Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity obligations under Executive Order 11246, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act, which imposes liquidated damages of $27 per calendar day for violations. No local preference applies due to federal funding restrictions.
All HDPE pipe and fittings must be Standard Dimension Ratio (SDR) 17 manufactured using PE 3408 resin or an approved equal, meeting applicable ASTM requirements. Materials must be supplied by a single manufacturer from pre-compounded resin containing a minimum of 2% carbon black for outdoor exposure resistance. The scope includes both non-perforated and perforated pipe configurations, with perforated pipe factory drilled prior to delivery to specified hole diameter, spacing, and row configuration requirements. All materials must be new production models, not used or reconditioned.
Award will be made to the lowest responsive and responsible bidder whose response represents the best overall value, evaluated on total cost, delivery within two business days following order placement, and financial stability. The successful vendor will receive an initial three-year agreement with two optional one-year renewals, contingent on mutual written agreement and County Council approval. The County remits full payment within 45 business days from invoice receipt; interest accrues at not exceeding 1% per month on undisputed invoices not paid within 30 days. Price redeterminations may be requested annually after one year based on documented increases in wages, fuel, or materials. Questions are due October 9, 2026 at 11:59 p.m. A non-mandatory solicitation opening is scheduled for October 22 at 3:01 p.m. via Microsoft Teams. Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, workers compensation with Florida statutory coverage, and auto liability of $1 million combined single limit are required.
