About this opportunity
California Department of Transportation (Caltrans), Division of Procurement and Contracts, is soliciting bids under Invitation for Bid 02A2569 for on-call hazardous waste disposal services across Siskiyou, Modoc, Plumas, Tehama, Lassen, Trinity, Shasta, and Butte counties, with bids due November 3, 2026 at 2:00 p.m. A 5% Small Business or Micro Business preference is available to certified contractors with a principal place of business in California, capped at $50,000 per bid. Bidders must hold a Class A General Engineering license, Hazardous Substance Removal certification, DOT and California hazardous materials transportation credentials, an EPA transporter ID, and motor carrier permits.
Scope covers pickup, delivery, transport, and disposal or recycling of hazardous, biological, environmentally regulated, and laboratory-packed waste, plus guidance and recommendations to Caltrans. Pricing is built from personnel classifications (Lead Technician/Supervisor at 1,000 hours, Technician at 500 hours, and Operator/Driver at 2,500 hours), equipment hourly rates for vehicles from 1-ton trucks to tractor-trailers with lift gates, and disposal costs across 52 waste categories. Services run Monday through Friday, 6:30 a.m. to 4:00 p.m.
A 5% Disabled Veteran Business Enterprise incentive, which is not a requirement, applies to responsive and responsible bids with verified 100% DVBE participation. Combined incentive and preference dollars are capped at $100,000. The agreement runs December 1, 2026 through November 30, 2029. Compensation follows submitted bid rates with no additional allowance for incidentals, and prevailing wage rates apply to bids exceeding $15,000. The State will award to the lowest responsive and responsible bidder after verifying qualifications and applying incentives.
Bid opening follows at 2:30 p.m. on November 3, 2026, with a proposed award date of November 10, 2026. Written questions were due October 23, 2026 at 5:00 p.m. Addendum One modifies the solicitation, supersedes conflicting original provisions, and must be acknowledged in the bid submission, with non-acknowledgment subject to bid rejection. Invoices must be submitted within 15 days of receiving final disposal documentation, and payment is due at least 45 days from the invoice date.
