About this opportunity

The California Department of Transportation (Caltrans) is requesting bids for hazardous waste disposal services across eight counties in northern California (Siskiyou, Modoc, Plumas, Tehama, Lassen, Trinity, Shasta, and Butte), with bids due August 25, 2026 at 2:00 p.m. and written questions due August 18, 2026 at 5:00 p.m. A 5% Small Business preference and a 5% Disabled Veteran Business Enterprise (DVBE) incentive apply, with a combined cap of $100,000 for all incentives and preferences.

The contractor will provide bin rental, delivery, pickup, removal, transport, and final disposal or recycling of hazardous, biological, and environmentally regulated waste materials from Caltrans maintenance facilities across 20 designated locations. Scope includes disposal of treated waste wood, tires, and offsite analytical lab testing; provision and maintenance of 20-cubic-yard and 40-cubic-yard bins; and services during normal work hours of 7:00 a.m. to 3:30 p.m., Monday through Friday. Estimated quantities are 1,800 tons of treated waste wood, 1,500 tons of tires, and 15 offsite analytical lab tests.

Bidders must hold a valid Motor Carrier Permit from the California Department of Motor Vehicles, appropriate Contractors State License Board (CSLB) hazardous substance removal certification, and multiple federal and state hazardous materials registrations and licenses. All bid costs must be all-inclusive, covering labor, equipment, travel, insurance, taxes, and incidentals with no separate payment for travel or per diem. The contract does not allow subcontracting; all work must be performed by the contractor's own organization.

The contract term is three years, commencing October 1, 2026 and expiring September 30, 2029. The anticipated award date is September 1, 2026. Caltrans will award to the lowest responsive and responsible bidder meeting all specifications.
