About this opportunity

The California Department of Transportation (Caltrans) Division of Procurement and Contracts is requesting bids for on-call hazardous waste disposal services across eight Northern California counties—Siskiyou, Modoc, Plumas, Tehama, Lassen, Trinity, Shasta, and Butte—with bids due September 1, 2026 at 2:00 p.m. and an estimated award date of September 9, 2026. A 5% Small Business or Micro Business preference applies to certified firms (maximum preference amount $50,000), and a separate 5% DVBE incentive applies to bids with 100% verified DVBE participation, with a combined incentive and preference cap of $100,000.

The contractor will provide on-call pickup, delivery, drop-off, transport, and disposal or recycling of hazardous waste, biological waste, environmentally regulated waste, and laboratory-packed materials, along with guidance and recommendations. The bid itemizes unit rates for three personnel classifications (Lead Technician/Supervisor, Technician, and Operator/Driver), equipment hours, disposal costs across 52 waste stream types, and materials or containers.

The contract term runs October 1, 2026 through September 30, 2029. Services are performed during normal business hours, Monday through Friday, 6:30 a.m. to 4:00 p.m. State General Prevailing Wage Rates apply if the total bid amount exceeds $15,000. No subcontracting is permitted.

The contractor must maintain multiple federal, state, and local certifications and licenses: Motor Carrier Permit, Class A General Engineering license, Hazardous Substance Removal certification, EPA Transporter ID, California hazardous waste transporter registration, and medical waste transporter registration. Certified payroll records must accompany each invoice. All bids require documentation of civil rights compliance, Darfur contracting restrictions, Iran contracting restrictions, and Russia sanctions compliance. Written questions are due August 25, 2026 at 5:00 p.m.
