About this opportunity

California Department of Transportation (Caltrans) is requesting bids for on-call hazardous waste disposal services across eleven Northern California counties—Placer, Butte, Colusa, Sacramento, Yolo, Yuba, Nevada, Glenn, El Dorado, Sierra, and Sutter—with bids due October 29, 2026 at 2:00 p.m. and contract award anticipated November 5, 2026. A 5% small business or microbusiness preference applies to certified firms with principal places of business in California, combined with a 5% Disabled Veteran Business Enterprise incentive capped at $100,000 across all preferences and incentives; a 25% small-business participation goal is encouraged.

The scope covers on-call pickup, transport, and disposal of hazardous waste, biological waste, environmentally regulated waste, and laboratory-packed materials from Caltrans maintenance facilities and roadside operations. The contractor must provide guidance and coordinate sampling and testing with EPA/ELAP-certified laboratories and manage disposal at approved facilities. Standard response time is five days; emergency situations impacting public health and safety require four-hour response. Services operate during normal business hours (6:30 a.m. to 4:00 p.m., Monday through Friday).

The contractor must hold a Class A General Engineering license, Hazardous Substance Removal (HAZ) certification, Motor Carrier Permit, Hazardous Materials Transportation License, Hazardous Waste Transporter Registration, EPA Transporter ID, and other required federal and state credentials.

The contract term runs December 1, 2026 through November 30, 2029. Pricing is structured on hourly rates for three personnel classifications (Lead Technician/Supervisor, Technician, Operator/Driver), equipment hourly rates by truck type, per-unit disposal costs across fifty-four waste categories, material costs for containers, and per diem for approved overnight travel. Subcontracting is permitted only for ELAP-certified laboratory testing. Caltrans reserves the right to terminate with 30 days' notice or immediately for cause, with contractor liability for cost differences if performance is transferred to alternate providers.
