The awardee must provide pickup, delivery, transport, and disposal or recycling services for hazardous waste, biological waste, environmentally regulated waste, and laboratory-packed waste at certified California facilities, with out-of-state disposal only with prior approval. The scope includes waste assessment, characterization, profiling, packaging, manifesting, and legal disposal guidance; ten major service categories spanning three personnel classifications (Lead Technician/Supervisor, Technician, Operator/Driver), specialized equipment (trucks and machinery), disposal costs for fifty-four waste stream types, container materials, and per diem reimbursement. Services are provided Monday through Friday, 6:30 a.m. to 4:00 p.m., though facility hours may vary.

Minimum qualifications are extensive: valid California Department of Motor Vehicles Motor Carrier Permit; Class A General Engineering license and Hazardous Substance Removal (HAZ) certification from the California Contractors State License Board; hazardous materials transportation licenses from the California Highway Patrol; hazardous waste transporter registration from the Department of Toxic Substances Control; EPA transporter ID and motor carrier certificate; and waste tire hauler registration from Cal Recycle. All bid rates must include labor, equipment, supplies, travel, insurance, taxes, and incidental costs.

A five percent small business preference applies to certified Small Business or Micro Business entities with the Department of General Services, capped at $50,000; a separate five percent Disabled Veteran Business Enterprise (DVBE) incentive applies for 100 percent verified DVBE participation, with a combined incentive and preference cap of $100,000. No subcontracting is permitted. The contract term runs October 1, 2026, through September 30, 2029, with estimated award on September 1, 2026. Invoices must be submitted within fifteen days of receiving final disposal documentation and require complete supporting documentation including signed manifests, waste certifications, and spill diaries.
