About this opportunity

California Department of Transportation (Caltrans) District 03 is requesting bids on on-call hazardous waste disposal services covering Placer, Butte, Colusa, Sacramento, Yolo, Yuba, Nevada, Glenn, El Dorado, Sierra, and Sutter Counties under IFB 03A4190, with bids due June 30, 2026 at 2:00 p.m. and opening at 2:30 p.m. A 5% Small Business or Micro Business preference (maximum preference cap $50,000) and a 5% Disabled Veteran Business Enterprise incentive (maximum combined incentive and preference cap $100,000) are available.

The scope includes delivery, pickup, transport, and disposal or recycling of hazardous waste, biological waste, environmentally regulated waste, and laboratory-packed waste at permitted facilities within or outside California. Services encompass waste assessment, characterization, profiling, packaging, labeling, manifesting, and legal disposal guidance. The IFB requests bids across personnel (Lead Technician/Supervisor, Technician, Operator/Driver), equipment (1-ton trucks through tractor-trailers and pressure washers), and disposal costs for 54 waste streams and container types. Services are provided Monday through Friday, 6:30 a.m. to 4:00 p.m., with emergency response within four hours when public health or safety is affected.

Bidders must hold a valid California DMV Motor Carrier Permit, a California State License Board Class A General Engineering license with Hazardous Substance Removal certification, and multiple hazardous materials registrations and certifications. The contract commences July 1, 2026 (or upon Department of General Services approval) and expires June 30, 2029. All bid rates must include personnel protective equipment, labor incidentals, equipment maintenance, disposal costs, manifesting, profiling, and transportation except travel between sites unless specified in the Service Request. The contractor assumes ownership of waste upon transfer and is responsible for federal, state, and local regulatory compliance including Senate Bill 1383 organic waste recycling requirements. Written questions are due June 23, 2026 at 5:00 p.m. The estimated award date is July 7, 2026. Invoicing must include final manifests, certified weight receipts, hazardous spill diaries, and supporting documentation, with payment due no less than 45 days from invoice date. Caltrans reserves the right to reject all bids and will not accept alternate agreement language or counter-proposals.
