About this opportunity

Caltrans Division of Procurement and Contracts, part of the California Department of Transportation, is soliciting bids for on-call hazardous waste disposal services in Mendocino, Lake, Humboldt, and Del Norte Counties under IFB 01A6690. Written questions are due October 23, 2026 at 5:00 p.m., and bids are due November 3, 2026 at 2:00 p.m. Bidders must hold a Class A General Engineering license and Hazardous Substance Removal certification from the California Contractors State License Board, a Motor Carrier Permit from the California Department of Motor Vehicles, hazardous material and waste transporter registrations, and a U.S. Department of Transportation Motor Carrier Certificate. Subcontracting is prohibited.

Scope covers delivery, pickup, transport, and disposal or recycling of hazardous, biological, environmentally regulated, and lab-packed waste, plus waste assessment and characterization, sump cleaning, and biohazard cleanup. Work is assigned through Service Requests from the Caltrans Contract Manager, with standard requests completed within five working days and emergency response within 24 hours when public health and safety are affected. Estimated quantities include 1,000 hours each for lead technician/supervisor, technician, and operator/driver personnel, equipment hours for trucks, pressure washers, and water trucks, 56 disposal cost line items, and 10 materials line items for drums and containers. Prevailing wage requirements apply, with certified payroll records required. Insurance requirements include Commercial General Liability ($1,000,000/$2,000,000), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Pollution Liability ($1,000,000/$2,000,000), and HAZWOPER certification is required.

Caltrans is committed to a 25 percent Small Business participation goal. A 5 percent preference applies to certified Small Business or Micro Business contractors, and a 5 percent Disabled Veteran Business Enterprise incentive applies to bidders reaching 100 percent DVBE participation, with a combined incentive and preference cap of $100,000. Award goes to the lowest responsive and responsible bidder meeting all specifications, and failure to submit all required documents may result in a non-responsive bid designation.

The incumbent is Dillard Trucking, Inc. dba Dillard Environmental Services, and the total contract amount shall not exceed $1.5 million, paid at bid-proposal rates for personnel, equipment, and materials. Addendum One, which modifies the IFB, states the term as April 4, 2025 through April 3, 2028, while the IFB states December 1, 2026 through November 30, 2029. Estimated award is November 10, 2026.
