About this opportunity
California Department of Transportation (Caltrans) is requesting bids for hazardous waste disposal services across maintenance facilities in Mendocino, Humboldt, and Del Norte Counties under IFB 01A6672, with bids due October 8, 2026 at 2:00 p.m. and bid opening at 2:30 p.m. the same day. A five percent small business (SB) preference applies to certified SB or Micro Business (MB) firms, or to non-SB bidders committing to subcontract at least 25 percent of the net bid price to certified SBs; a DVBE incentive (not a participation requirement) applies with a maximum combined incentive and preference cap of $100,000.
Services span bin rental, delivery, pickup, removal, transport, and final disposal or recycling of treated waste wood (approximately 190 tons), waste tires (approximately 78 tons), soil hazard materials, and laboratory analytical testing. Bin rentals range from 20 to 40 cubic yards at five facilities: Crescent City, Eureka, Willow Creek, Garberville, and Ukiah. Services are provided Monday through Friday, 7:30 a.m. to 4:00 p.m. The contractor must hold Hazardous Substance Removal (HAZ) certification, hazardous materials transportation license, waste tire hauler registration, EPA transporter ID, and motor carrier permit.
The three-year contract commences October 20, 2026 (estimate) and expires October 19, 2029. All bid costs must include labor, equipment, travel, disposal fees, bin maintenance, and incidentals; per diem for approved overnight travel is reimbursable at State employee rates with receipts. Invoices are submitted per Service Request upon work completion and receipt of final disposal documentation, with payment terms no less than 45 days from invoice date. The contractor must comply with Senate Bill 1383 organic waste recycling requirements and all federal and state hazardous waste regulations, maintaining compliance records for three years post-contract. The estimated award date is October 15, 2026. Written questions are due September 29, 2026.
