About this opportunity

The University of North Carolina at Wilmington is requesting proposals for All Hazards Preparedness, Planning, and Recovery Related Professional Services on an as-needed basis, with proposals due November 4, 2026 at 2:00 PM ET and written questions due October 26, 2026 at 12:00 PM ET. UNCW intends to award contracts to multiple vendors rather than a single contractor.

The scope encompasses professional planning, consulting, and interim recovery services in Homeland Security, Emergency Response, Disaster Recovery, and All Hazards Planning, with particular emphasis on university environments and emergency operations. Services include disaster preparedness and emergency response, construction claims consulting, financial claims recovery, and FEMA-related activities including Public Assistance and Hazard Mitigation Grant Program support. Vendors must demonstrate extensive experience and qualified personnel capable of rapid response.

The initial contract term is three years from final contract execution, with options for up to two additional one-year renewal terms at UNCW's sole discretion. Vendors must submit hourly rates across multiple staff classifications from Partner/Principal through Administrative Assistant, with travel reimbursed at economy federal rates. Annual cost escalations are permitted based on the U.S. Bureau of Labor Statistics Consumer Price Index (CPI-U) for the preceding June-to-June period, with no adjustment for deflation. UNCW makes no commitment to purchase any specific volume of services.

Evaluation criteria are weighted as follows: vendor experience and reference quality (35%), plan and approach to services (35%), and pricing (30%). Prospective vendors must be registered in good standing with North Carolina, complete all required certifications including financial stability and lobbying disclosures, obtain Employer's Liability coverage of $1,000,000 and Commercial General Liability coverage of $2,000,000 combined single limit, and register with the NC Secretary of State prior to contract execution. Contract award is anticipated on or before November 18, 2026. The contract may be funded with federal funds, requiring compliance with FEMA certifications, Buy America provisions, and three-year record retention with audit access.
