Evaluation criteria consist of e-bike selection appropriateness and NRTL battery certification (pass/fail, 50 percent weight); pricing competitiveness for bulk quantities (25 percent weight); vendor capacity and timely delivery over six months (15 percent weight); and value-added services or recommendations (10 percent weight). Pricing must be all-inclusive of supervision, equipment, overhead, profit, and all required insurances.
