About this opportunity

The State of Maine is requesting quotations for two pieces of specialized agricultural equipment — a KUHN M GA3200 hay rake (or approved equivalent) and a Rain-Flo Model #2600 mulch layer — with quotations due June 20, 2013.

The hay rake must feature a 10'5" rotary blade in trailed configuration with manual lift, balloon tires, tangential tine arm, 8'8" rotor, single axle, and adjustable swath curtain. The mulch layer must include an adjustable-shape bed capable of 4" to 8" height adjustments and 3', 4', or 5' wide mulch application capabilities, with a poly-lined bed press pan, double-line drop irrigation attachment, front pre-bedding disc, fertilizer attachment, and either auto steering or hydraulic counter sway system. Vendors must submit descriptive literature for all units being bid. Alternate commodity proposals are permitted if accompanied by complete identification and descriptive literature.

Quotes must be submitted electronically by 2:00 p.m. local time on the closing date, with supporting documentation permissible via fax or mail prior to bid opening. Pricing shall be submitted as separate unit prices for each item, delivered to destination with all applicable trade or quantity discounts included. All transportation charges, including freight and express costs, shall be prepaid by the contractor unless otherwise specified. Cash discounts for payment of 20 days or more will be considered in determining the lowest bidder.

Award will be made on a best-value basis to the lowest responsible bidder, with consideration given to product quality, conformity to specifications, purpose of use, and delivery date. In the event of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The State is exempt from Federal and Maine State sales and use taxes. The State reserves the right to award items individually or as a group, reject any or all quotes, waive formalities and technicalities, and increase or decrease quantities by up to 10%.
