About this opportunity

The Maryland Environmental Service is soliciting competitive sealed bids for hazardous and non-hazardous waste transportation, treatment, storage, and disposal services at Hawkins Point Hazardous Waste Landfill and Dundalk Marine Terminal in Baltimore, with electronic bids due September 3, 2026 at 1:00 PM and a mandatory site visit on August 13, 2026 at 10:00 AM. An MBE subcontract participation goal of 10% of the total bid amount applies, and bidders must submit the MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule; failure to submit these documents renders the bid non-responsive.

The scope encompasses labor, supervision, transportation, equipment, materials, and supplies to load, transport, treat, store, and dispose of waste streams including chromium-contaminated liquids (EPA waste numbers D002 and D007) with hexavalent chromium concentrations up to 7,600 mg/l and contaminated solids with chromium up to 20,000 ppm. The contractor must demonstrate capacity to handle at least 20,000 gallons of contaminated liquid per eight-hour period and remove 300 tons of solid waste daily for three consecutive days. Contractors must be licensed to transport and handle controlled hazardous substances in Maryland, hold appropriate permits and EPA identification numbers for any states through which waste will be transported, provide three years of experience in similar work, demonstrate no corporate criminal convictions for environmental crimes within the past three years, and confirm non-debarment by the EPA.

The initial contract term is three years from notice-to-proceed, with MES holding the unilateral right to renew for two additional one-year option periods at unit prices submitted by the bidder. The contract is non-exclusive; MES may employ other contractors concurrently. Pricing is submitted on unit rates for mobilization, demobilization, equipment rental (daily, weekly, monthly), and disposal services; all costs are fixed regardless of actual volumes incurred. The contractor is responsible for all hazardous-waste manifests, bills of lading, compliance documentation, and equipment decontamination. No bonding requirements apply. Questions are due August 20, 2026 at 1:00 PM. The pre-bid conference is August 12, 2026 at 11:00 AM via Microsoft Teams.
