About this opportunity
The County of Louisa, Virginia is soliciting sealed bids under Invitation for Bid GS-27-05 for hauling and disposal of scrap tires from the Louisa County Landfill, with bids due October 27, 2026 at 3:30 p.m. local time. No set-aside or preference program applies. The contract may also be used by other approved public bodies under cooperative procurement provisions.
Addendum 1, issued October 23, 2026, adds pre-award requirements that filter eligibility. Virginia State Corporation Commission registration must be completed before award. The prime contractor must independently hold all required licenses and permits, including a valid Virginia Contractor's license applicable to the annual contract value, and must independently maintain workers' compensation and employer's liability insurance. The prime must also supply its own three client references for similar services. Approved subcontractors must furnish certificates of insurance naming the county and the prime as additional insureds before work begins. The addendum also states that the county pulled fifteen loads over the past twelve months without detailed records of tire types or weights.
Scope covers all labor, equipment, transportation, and disposal at 807 Moorefield Road, Mineral, Virginia. The contractor must keep two containers or semi-trailers, each at least 45 feet long, on-site, and must pick up within five business days of notification. Pickups are limited to 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding ten holidays. The county anticipates about 7,500 tires per year, averaging six to eight tons per load and roughly one trailer swap per month. The contractor must provide a manifest showing delivery to an authorized tire recycling facility within 60 days of transport. Tire ownership transfers on pickup, and the contractor assumes responsibility for improper disposal and indemnifies the county.
Pricing is a fixed firm price per pickup, with all hauling, disposal, and related fees included. The county will not reimburse costs outside the bid price sheet. Penalties include $200 per day for retrievals beyond five business days and a $7.00 per-tire deduction if retrieval exceeds 48 hours. Insurance requires workers' compensation, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million per occurrence.
The contract period runs November 21, 2026 through November 20, 2027, with two successive one-year renewals by mutual agreement. Submissions require a signed Invitation for Bid title page, signed Standard Terms and Conditions, a completed bid price sheet, three client references, applicable licenses, and a certificate of insurance.
