About this opportunity

The Hamburg Municipal Authority in Berks County, Pennsylvania is seeking sealed bids for two distinct sludge hauling and disposal contracts: Contract 'A' for Aerobically Digested Liquid Sewage Sludge and Contract 'B' for Dewatered Sewage Sludge. The procurement will be conducted entirely through the PennBid online platform, with bids due by 11:00 A.M. on November 18, 2025. Bidders are required to submit a ten percent (10%) bid security and will need to provide a performance bond if awarded the contract. The successful contractor must also demonstrate appropriate insurance coverage and comply with federal and state environmental preservation regulations. Evaluation of bids will occur at the Authority's regularly scheduled meeting on November 19, 2025, with the Authority reserving the right to waive informalities or reject any or all bids. No bid may be withdrawn for 60 days after the specified submission date, and all solicitation documents are available at no cost on the PennBid Bonfire website.

While no specific set-aside designations or enterprise restrictions are explicitly mentioned in the procurement documents, potential bidders must demonstrate technical capability to handle municipal sewage sludge hauling and disposal services. The procurement appears to be open to qualified waste management and environmental services firms with appropriate transportation and disposal infrastructure. Specific technical qualifications are likely detailed in the attached specification documents, which include four separate files: specifications, two addendums, and bidder documentation. Though no specific contract value is stated, municipal sludge disposal contracts typically range from $100,000 to $500,000 annually depending on volume and disposal methods. The contract appears to be for the calendar year 2025, suggesting a one-year service agreement with potential renewal options subject to the Authority's discretion.
