About this opportunity

The State of Maine Division of Purchases is requesting bids on hats bearing the logo "Get Real, Get Maine!" with bids due September 10, 2008.

Bidders must submit sealed bids or electronic responses to the Division of Purchases office at 9 State House Station, Room 119, Augusta, Maine prior to the opening date and time. A completed Code of Conduct Affidavit is a mandatory submission requirement. The state reserves the right to reject any or all bids and award to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery date, and total cost.

In-state preference applies: when price, quality, and availability are equal, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Tie bids are resolved based on factors serving the state's best interests or by drawing of lots.

Bidders must submit separate unit prices for each item with all discounts and delivery to destination included. Transportation charges must be prepaid by the contractor unless otherwise specified. Cash discounts of less than 20 days will not be considered in award determinations. All deliveries must comply with applicable federal, state, and local laws and regulations. The state is exempt from federal and Maine state sales and use taxes; quotes should exclude these taxes.

Manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide current material safety data sheets in compliance with Maine's Chemical Substance Identification Law. Contracts cannot be assigned, sublet, or transferred without written consent from the Director. The Division of Purchases reserves the right to increase or decrease quantities by up to 10% and may procure materials from alternative sources at the contractor's expense in case of default.
