About this opportunity
The City of Frederick, Maryland is requesting proposals for engineering consultant services for the Harry Grove Stadium Roof Replacement Project (CIP No. 450102) under RFP-27-16, with proposals due October 29, 2026 at 3:00 p.m. EST and a pre-proposal meeting scheduled for October 8, 2026 at 10:00 a.m. at Harry Grove Stadium. The City has established a Local Preference Policy offering 10% preference for City businesses not to exceed $100,000, and requires compliance with the City's Minority and Women-Owned Business Enterprise (M/WBE) Policy.
The scope is limited to original stadium structures identified in Exhibit A and excludes newly constructed clubhouse facilities except for coordination at interfaces. The consultant shall provide project management, existing-condition investigation, architectural and engineering design, surveying, construction documents, cost estimates, permitting support, bidding assistance, construction administration, materials testing and inspection coordination, warranty inspections, and project closeout services. The consultant must develop a complete multidisciplinary team internally or through qualified subconsultants and retain a separate materials-engineering and testing firm for condition investigations, testing, and construction-phase inspections. Work must conform to applicable Maryland Statutes, adopted building and energy codes, and the City of Frederick's purchasing policies.
The design phase must begin within 90 calendar days of Notice to Proceed and be completed within 10 months of Notice to Proceed, with the overall contract continuing through project completion. The City anticipates significant roof replacement work on low-slope and metal roofing systems, with full replacement assemblies requiring a minimum 20-year, no-dollar-limit manufacturer's warranty. Proposers shall submit a lump-sum professional-services fee for all design and pre-construction services. The City is establishing a separate $25,000 testing and inspection allowance for construction-phase materials testing and inspection services not included in the consultant's fee. A final construction budget has not been established but will be determined as design progresses. Selection will be made by a Selection Committee using a best-value evaluation method, with potential interviews at the City's discretion.
