About this opportunity
The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified contractors to provide comprehensive labor, materials, equipment, and permits for on-site screening, sorting, and relocation of spoils—including stone, soil, and clay—within the Harford Waste Disposal Center property boundaries in Harford County, Maryland. All bids must be submitted electronically through the MES Procurement Portal (Bonfire) at https://menv.bonfirehub.com/, with mailed, emailed, faxed, or hand-delivered paper bids explicitly not accepted. The bid due date is June 8, 2026, and submission options will not be available after this deadline; bidders may contact the procurement department at procurement@menv.com to confirm timely receipt of their submissions. Bids will be opened electronically in public on the specified date and time, with bidders able to attend the opening through a shared link provided in the solicitation. The bid tabulation will be posted on the MES Procurement Portal within 48 hours of the bid opening. Bidders are advised that conditioning a bid or proposal on any terms other than those specified in the MES solicitation or bidding documents will render the bid non-responsive and ineligible for acceptance per COMAR 21.05.02.22.
The solicitation documentation does not specify any set-aside designations, disadvantaged business enterprise (DBE) restrictions, or limitations on the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the available opportunity materials. The procurement does not reference specific existing infrastructure or technology requirements that would necessitate integration with contractor systems. No award value or budget range has been disclosed in the posted opportunity; interested contractors should review the complete solicitation documents on the MES Procurement Portal for detailed specifications, evaluation criteria, and pricing information.
