About this opportunity

Harford County, Maryland, Department of Procurement is requesting bids for stream restoration on the Harford Community College campus in Churchville covering approximately 2,400 linear feet of stream channel, with bids due September 16, 2026 at 1:00 p.m. EST and a pre-bid meeting scheduled for August 20, 2026 at 1:00 p.m. EST at 212 South Bond Street, Bel Air. Bidders must hold prequalification in both O5: Stream Restoration and O7: Restoration Landscaping categories, though the landscaping portion may be provided by a qualified subcontractor — this dual certification is a hard eligibility filter.

The scope encompasses clearing and grubbing, excavation, erosion and sediment control, installation of channel logs, riprap placement, and comprehensive landscaping and vegetation establishment across approximately 30,000 square yards. Detailed specifications cover 70+ line items including mobilization, construction stakeout, stream work, and contingent items. In-stream work is prohibited from March 1 through May 31 annually (Use IV-P stream classification).

Bids are publicly opened via Webex at 2:00 p.m. on September 16. The contract is awarded to the lowest responsive and responsible bidder. Performance and payment bonds are required at 95% of contract value; a maintenance bond at 10% of final contract price covers a 12-month period. Bid deposit is 5% of total bid price. Retainage is withheld at 10% until work reaches 50% completion, then reduced to 5% minimum at the County's discretion. Payment terms are net 30 days unless otherwise proposed. The County rejects nominal, token, or materially unbalanced pricing. Questions are due August 28, 2026 at 1:00 p.m. EST via the Euna Procurement portal. Contractors must register with eMaryland Marketplace Advantage within five days of award and comply with Maryland state and local laws, including federal immigration verification and the County's tobacco use prohibition on County property.
