About this opportunity

Nueces County, Texas, is seeking responses for the Harbor Point site development, due November 5, 2026. The scope covers select site demolition, storm water improvements, site grading, various concrete structures, amphitheater and flatwork, park equipment procurement and installation, and irrigation and landscaping, executed under a unique phased project schedule.

The attached geotechnical report (UES, dated March 30, 2026) places the project beneath the old Harbor Bridge at Harbor Drive in Corpus Christi. Planned elements include an earthen mound amphitheater with terraced concrete seating in a crescent-shaped structure about 200 feet long and 8 feet at maximum height, interconnected bio-infiltration detention basins, concrete walking paths, a paved food truck area with shade structures, and green spaces.

Subsurface conditions drive much of the work. Existing fill reaches up to 9 feet deep, soft soils extend to 48 feet in the amphitheater area, and groundwater sits 6 to 18 feet below grade. The report recommends removing uncontrolled fill and replacing it with engineered select fill. It calls for shallow footings on aggregate piers under the stacked block retaining wall, with bearing capacities near 1,500 psf, and shallow spread footings under shade structures, with bearing capacities of 500 to 750 psf. Rigid concrete pavements of 6 to 8 inches are recommended, with flexible asphalt of 2 to 2.5 inches as an alternative, contingent on subgrade preparation and drainage. The report emphasizes the need for geotechnical engineering observation during construction.
