About this opportunity

The North Carolina Department of Adult Correction (NCDAC) has issued Invitation for Bid (IFB) No. 52-IFB-1521078115-LMS for Hanwha security camera equipment to be deployed across five minimum custody correctional facilities in Davidson, Gaston, Greene, Randolph, and Wilkes Counties. The procurement seeks to acquire 100 PNM-C16083RVQ 4MP multi-sensor cameras, 100 corner mount bases, 100 white mounting caps, 100 white wall mount arms, and 855 Hanwha Wisenet XNV-C8083R vandal-resistant dome cameras with associated mounting hardware. Vendors must be Hanwha Certified Integrator Partners and provide a 5-year hardware warranty. The bid requires detailed line-item pricing with shipping charges included, and will be evaluated using a Best Value Analysis and Lowest Price Technically Acceptable Source Selection Method. Offers are due on July 16, 2025, at 2:00 PM Eastern Time via the Ariba Sourcing Module, with a contract term of one year and options for two additional one-year renewals. Bidders must comply with E-Verify requirements, provide descriptive literature, meet security specifications, and adhere to the state's data classification policies.

The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The procurement is designed to integrate with the existing statewide video surveillance network currently used by the Department of Adult Correction for security operations and incident management. Vendors will need to ensure their equipment is compatible with the current Hanwha software and network infrastructure, which allows centralized access, control, and management from a single point. The solicitation aims to procure new merchandise with full warranties, supporting the department's critical security operations across correctional facilities. While specific budget ranges are not detailed, the comprehensive nature of the equipment procurement suggests a significant investment in security infrastructure. The technical requirements and integration specifications indicate this is a strategic replacement and expansion of the current video surveillance system, with a focus on maintaining and enhancing existing security capabilities across multiple correctional centers.
