About this opportunity

Hanover County, Virginia (Communications and Community Engagement Department) is requesting quotes for printing and mailing 56,250 copies of The Hanover Review newsletter under a Quick Quote solicitation, with bids due September 9, 2026. All bidders must register in eVA and pay associated vendor transaction fees; failure to do so results in bid rejection.

The scope is offset printing and mailing of a 20-page newsletter on 4-color coated glossy-stock 80-pound white offset paper, finished size 8.5" × 11", saddle-stitched. The contractor's facility must be located within a 60-mile radius of the Hanover County Government Complex and is subject to inspection at any time during production. The County will provide newsletter files in Adobe InDesign CC2017 format by October 12, 2026, with proof due October 14. Revised proofs must be available within two business days if the County requests changes. All 56,250 copies must be sacked and delivered to designated post offices no later than November 6, 2026 for mailing as Standard Mail Enhanced Carrier Route Flats using the County's bulk permit number. The contractor is responsible for obtaining mailing sacks, dividing newsletters into specific mailing routes per County instructions, providing 50 advance copies to the Public Information Officer, and delivering surplus copies in boxes. The County will not accept overruns but may accept underruns with credit at the full base price per unit.

The award will be made on a lump-sum basis to the lowest responsive and responsible bidder. Bidders must provide a completed Vendor Data Sheet listing at least three recent references with service dates and contact information, along with their eVA Vendor ID and State Corporation Commission registration information or legal justification for exemption. No subcontracting is permitted without prior written County consent. Bids must remain valid for 60 days. Payment is processed 30 days after invoice or delivery, whichever occurs last.
