About this opportunity

The state and local contract opportunity involves a stormwater assessment and concept design project for the Hannah Henry Way community in Maryland, specifically targeting the Robinwood CDP and Carroll County jurisdictions. The Chesapeake Bay Foundation is seeking professional services to address significant stormwater management challenges in an unincorporated area near Ridgley. The primary objectives include developing a comprehensive stormwater infrastructure assessment focusing on mitigating flooding issues and reducing pollutant discharge into waterways. Deliverables are expected to include a detailed concept design that addresses the current infrastructure limitations, particularly the aging storm drain systems and roadside ditches that currently drain into a tributary of the Choptank River. The project will require a thorough evaluation of the existing topographical conditions, historical SHA surveys from the 1950s, and analysis of recent precipitation patterns. The procurement opportunity is currently posted with a due date of March 31, 2025, providing potential bidders approximately three weeks to prepare and submit their proposals. Interested contractors will need to demonstrate expertise in stormwater management, hydraulic engineering, and environmental remediation.

While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be open to professional engineering and environmental consulting firms with demonstrated capabilities in stormwater infrastructure design. The scope suggests a need for multidisciplinary teams with expertise in hydrology, civil engineering, and environmental science. Although no specific budget range is mentioned, the complexity of the project involving multiple jurisdictions and comprehensive infrastructure assessment indicates a potentially significant investment. The project's location in Caroline County, with implications for the Choptank River watershed, suggests potential environmental preservation and water quality improvement objectives. The procurement appears to be focused on technical competence and solution-oriented approaches rather than narrow vendor restrictions. Potential bidders should be prepared to demonstrate advanced technical capabilities, understanding of local environmental conditions, and innovative approaches to stormwater management in challenging geographical contexts.

THIS IS NOT A CAROLINE COUNTY BID. THIS IS A BID POSTING FOR THE CHESAPEAKE BAY FOUNDATION. DO NOT CONTACT OUR OFFICES FOR INFORMATION.

The Hannah Henry Way community is located on the south side of Ridgley, in an unincorporated area of Caroline County, Maryland. State Road MD-480 passes between the community and the Town of Ridgely. State Highway Administration (SHA) surveys from the 1950's show that the road base was raised two-three feet, and two culverts were installed under the road to allow stormwater runoff from the town to pass under MD-480. Stormwater runoff from the town and community is directed via a system of storm drains and roadside ditches to a tax ditch which drains into a tributary of the Choptank River. The natural topography, increase in more severe precipitation events, and aging stormwater infrastructure in the Hannah Henry Way watershed results in significant flooding during storm events impacting community health and releasing pollutants into the waterways.
